Answer: Yes it will stick onto a silicone material case or cover.

Apply the silicone RTV to case and part you want to bond to case. Assemble parts and wait 24 hours for RTV to cure. The only thing that sticks well to silicone is silicone. RTV should stick to the silicone phone case.
